"Official" tag, thread title enhancements

This will provide the ability to differentiate the definitive threads visually without relying on [OT] and stuffing titles with too much information.

• [ ] Official tag that mods can assign
• [ ] Introduce post_fields?
  • [ ] Release Date or something similar to showcase when the topic at hand is available
  • [ ] Subtitle description
  • For example, "1TB SSHD, 1 Elite Controller, $499" could be turned into a subtitle: `TB "New Xbox One 'Elite' Console: 1TB SSHD, 1 Elite Controller, $499"

I am fully supportive of the Official tag. Will have to think about post_fields, my gut reaction is "no" but that's always my gut reaction.
