Update template file hook before running initial scan, not after #433
As a SeCurLI user, I want the initial scan of my repo to run with the most up to date hooks_
So that SeCurLI checks for hook updates before it does the security scan, etc.

When SeCureLI runs for the first time, it does the language analysis/hook installation/secret scan, and then checks for hook updates.
