NIF Search from WBC #103

For Tangibles that have semantic data, the label should be used to open up a 
browser for a NIF search the same way we open up a browser to show NeuroLex.  
The URL scheme for this is

http://www.neuinfo.org/nif/nifgwt.html?query=%22WORD1+WORD2%22

Where WORD1 and WORD2 should be replaced with the words in the NeuroLex 
label.  If there is only one word, then no + is required, and if there are 
more words, they can be concatenated together with additional +'s
