Dave, could you please take the attached file (wholeState.XML) and propagate it
through to one of our development servers? This files replaces the file called
wholeWBCState.xml Jesus tested it on his localhost and verified that it worked.

I would commit the file to the server SVN, but wanted to pass it through Dave,
first. It will need to be committed to SVN, also.

I'm not sure of the issue here, but the r1770 version (size=4432199) was the
wholeWBCState.xml used to populate the db's associated wbc-server-1.0.1 no on
dev-,
stage-, and prod.
