Switching to waxholm regions doesn't use progress bar #411

What steps will reproduce the problem?
1. Choose View->Waxholm brain atlas

What is the expected output? What do you see instead?
WBC appears to hang.  Then in several seconds, the atlas is switched.  
Instead this should use the progress bar.

Please use labels and text to provide additional information.

Using the initialState request causes the client to go through the proper 
channels, which results in progress being reported
