Edit mode "free move" does scaling instead #420

What steps will reproduce the problem?
1.Start WBC
2.check on a slide (dStrBregma-1_3410x01)
3.Change edit mode drop down to free move.

What is the expected output? What do you see instead?
The image scales instead of doing a free move
