Add "download as XML" to the context menu for cells #425

When we right click on neuron morphologies, we should be able to select 
"download as XML" from the context menu.  Upon selecting this, we should be 
able to get the underlying NeuroML for that particular cell downloaded to the 
user desktop (prompting them with a "Save as.." file chooser).
