Integrate Waxholm space CIVM-provided DTI data #444

The CIVM has published a DTI fiber tract data set that ought to be available.  
Let's track this down and put it in using the existing fiber tracts 
functionality.

I believe the latest on this is that Chris is writing code to convert the 
fibers into the format WBC can deal with; correct?
