Using circle navigation #466

I've been clicking through the rotation, the hand, and the cursor, and I just 
noticed that the circle navigation thing changes. But it does not change on 
the selection option from the toolbar. This is strange and unexpected. Also, 
it doesn't do the action that it suggests it would.

Why can I not move around while selecting? Also, it seems strange that two 
functions are combined into one item.
