Update JNLP file & directory with modifications from local lwjgl JNLP extension strategy

Several parts of the webstart deployment strategy are now done manually.

We are adding two extra JNLPs manually.  We are also making modifications 
directly to the JNLPs.

Let's put those JNLPs where they belong in the src/main/resources/jnlp 
directory and update template.vm to reflect the new strategy with the local 
lwjgl extension.  We need to do this before we release again in order to 
avoid all the manual editing we are currently involved in.

The volume extension already resides in the proper (src/jnlp) folder, but I 
haven't
seen an example on how to get the template to make an external extension file.

We want to use template strategy, however this was causing release issues
