WBC Database Inconsistencies

What steps will reproduce the problem?
1. Start the WBC server and see the log

There are tangible id's referenced in layers and (dafault) user that do not 
have corresponding tangibles. See the list below.

I have spot checked some of the id's (but not all) against wholeWBCState. One 
is likely a typo with spurious double quote.

The usual pattern is that the id appears in (default) user as an "invisible" 
and in a layer as a tangible in that layer.

There is a chance there is something I don't understand about wholeWBCState. If 
so I apologize for this opening this issue.

For this reason, I have not tried to fix wholeWBCState.xml by deleting the 
references. But if anyone wishes I will do so.
