Semi complete switch of Panfish code to utilize tiles feature of CHM to run jobs #7

This change is all in the panfish wrapper. Instead of a all in one script, I switched to two main scripts. A createCHMJob.sh script which creates another script that runs the job. The job running script is not complete, but wanted this commit pushed in to minimize drift of my fork with main tree.
