Revamp anew #159

This implements the Revamp backend. This supersedes and closes #115, but will be superseded by the Flask upgrade (which uses the parliamentarch module as a backend, itself using the Revamp math).

This is postponed indefinitely and removed from the Beta, which hosts the Flask OAuth branch. If the Flask gets merged first, and it seems that it will, then this will be closed as obsolete.
