BUG: Carousel Subheader #46

The Carousel subheader does not show at certain resolutions.

Additionally when the text is beyond a single line, the text incorrectly centre aligns.

This is a CSS issue on the carousel. The subheader's "display" attribute is incorrectly changed to "none" at the wrong heights, and thus not showing the subtitle. This affects smaller resolution desktop displays.
