Implemented redesign of Article page. Newly designed Initiative page now implemented. Carousel code also updated. Pruned unnecessary code.

Could you merge existing master branch into this @tremainebuchanan?

@matjames007 I tried doing a git pull origin master locally and I was prompted that my master is already up to date.

Ok this looks like mostly CSS changes. I am ok with just merging this in.
