Users allowed to create new local activities, but unable to save them #90

Attempts to create and save a Local Activity produce an error message.

@paradoxxjm please add this issue to the Project Close milestone, and assign

Not sure if this is happening because no IPCC Activity is selected. IPCC Activity selection should be optional.
