User Story AS AN end user I WANT TO BE ABLE to log in for the first time SO THAT I CAN create my own password and access the GHG system

Acceptance Criteria

The new user goes to the website and creates an account.
Account username must be a valid e-mail address.
The system admin is notified that a new account has been created
An email is sent to the user to inform them that they have successfully created an account
