Updated README file and misc changes #18

Moved settings page to gem; Added locales; Updated README file

It's much more convenient now to use the gem, because all admin page stuff is moved to the gem itself and doesn't disturb the end user.

Hi, @momelnyk. This commit https://github.com/maximgladkov/activeadmin-settings/commit/85aca525ea94c1f2297e8108ee260b2f9aba00f8 makes the settings page inflexible. Since my comment here I created this issue to describe the problem: https://github.com/slate-studio/activeadmin-settings/issues/37.
