rework/refactor/document XML Base #65

The XML Base treatment is poorly documented (and may be poorly understood as well). It should be reworked and documented. When this is done, it should affect the provision notices in the log files as well (see #63) cc: @dginev @cmaeder

From the LaTeXML side, what I can tell is that xml:base is an attribute for omdoc document and it is provided by the baseURL macro in localpaths.tex.

What do we want to get out from reworking it?

Actually, I think we should use the namepsace mechanism from MMT (there is an sTeX macro for that now). How this relates to XML Base I do not know yet. I guess we can leave the XML Base handling to MMT.
