make \objective take lists in both arguments. #400

I would like to write \objective{understand,apply}{a,b} for 

\objective{understand}{a}
\objective{understand}{b}
\objective{apply}{a}
\objective{apply}{b}

That is a conservative extension of the functionality and makes our life easier as authors.
