Sorry for pushing all of this into one PR.

I've fixed Numero sign, I noticed I've made it taller that it should be. Redesigned к and ё glyphs (straightened first one and lowered umlaut for second). The most significant are combining marks I've added. I dont know they could be applied smartly for caps and high letters, but for most lowercase letters they seem to be OK in Windows.
