Add tests on Win and Mac #27

Add tests on Win and Mac in Github Actions. It should be quite straightforward -- use windows-latest and macos-latest. Start from Choosing GitHub-hosted runners and Standard GitHub-hosted runners for Public repositories.

Can be probably merged to #12.
