missing NR-TL and NR-TL-HL in en-brown.map #4

In the Brown Corpus, there are two tags used a few times that aren't in the 
en-brown mapping. They are NR-TL (adverbial noun in a title) and NR-TL-HL 
(adverbial noun in a title in a headline).

These should probably both be mapped to NOUN, like NR-HL. (patch attached!)

NLTK is using these files downstream, and one of the users got tripped up and 
confused by this -- would you take this patch?
