allow case managers to send files to clients #378

i.e. images, PDFs, etc. Requested by a case manager today.

nb there is a grayed-out "mediamessage" button next to the message entry field that alerts "Media attachments are not yet supported" when clicked.

clarified when speaking with the case manager that they want to send files via email, not text message.
