mailgun is throttling when we try to send too many emails near the same time #380

We're seeing this error in the mailgun logs regularly: 421 #4.4.5 Too many connections from your host. All the throttled emails get sent eventually, but it'd be nice to queue emails to send at a rate that mailgun can accept.
