New accelerators:

Conv2D (accelerators/stratus_hls/conv2d_stratus): 2D Convolution with optional pooling (max, avg), bias add and ReLU. Supported kernel sizes:1x1, 3x3, 5x5. Supported stride: 1x1, 2x2.
GeMM (accelerators/stratus_hls/gemm_stratus): dense matrix multiplication accelerator. Optimized for the case of transposed second matrix. Support for any input size. Optional ReLU.
