The following changes are introduced:
i) hardware stack of vortex is now available in the path accelerators/thirdparty/GT_VORTEX/ip/hw/
ii) A basic device driver inspired by ESP flow
iii) Simple bare-metal and linux software application for testing the integration of Vortex GP-GPU in ESP.
This PR aims to integrate Vortex GPU in ESP.
