I am not using a custom launcher and I have this same issue. When I use a lock
screen other than the default 'swipe' option, the dash clock widget is not
available. I can't swipe left or right on the main clock to get to the dash
clock. I'm running Android 4.3, Build: JSS15J.I545VRUEMJ7

Don't expect an answer to this problem. Dash clock support seems non existant
considering I posted my question back on November 20th. I have up on their
app.

I have no control over this, this is an OEM customization that prevents lock
screen widgets from working when you have a security option set.
