Turning LDAP off breaks local users #296

What steps will reproduce the problem?

1. Create local user
2. Attempt and fail to get LDAP going with AD
3. Turn LDAP off
4. Attempt to log in with local user that used to work no longer does. 
Resetting password does not work.

What is the expected output? What do you see instead?

I would expect local user to work.

What version of the product are you using?

2.1.19

On what operating system? With what Browser (IEx, FFx, ...)

CentOS 6.5 64 bit with Firefox 26.0 on Windows.
