Problem with diacritical marks in filenames #106

I downloaded and got examples. I tried to load hello-world-rule.soar like in 
tutorial. I got an error as follows

{D:\zimi\Documents\szkoła\magisterka\środowiska\SoarAgents\Hello_World_Rule_Ag

Error: Error changing to 
D:/zimi/Documents/szkoła/magisterka/środowiska/SoarAgents/Hello_World_Rule_Age

I guess it's about ł and ś characters.

I don't know how many people use it outside USA. However it's little bit 
confusing to get such an error when getting started.
I guess it's minor defect ;-)

I'm pretty sure this is because Soar expects ASCII in all its parsing and file 
handling code. Unfortunately the students currently developing Soar are not 
very knowledgeable about internationalization or Unicode, so I don't think it's 
going to get fixed anytime soon. Sorry.
