Don't built sulogin on Debian by default. #15

It has been built by util-linux since Stretch, and as it was the only part we need libcrypt-dev for, rebootstrap folks would like this dependency gone.

Thank you for this edit. I've added it to our upcoming branch, 3.06 so it'll get included in the next version.
