Move shared prod CSS into global scope #174

          I wonder whether this should be in a more global scope, it's used on a few parts of tally data, and on the dashboard now. Bit out of scope of this PR but whatever

We use the program and preview colors in a few places (dashboard, tally transmitter and viewer) and it would make sense for them to come from a single source (even if it's just global variables)
