Show data sever connection errors if they occur #68

At the moment, there's nothing to show that the page is disconnected from the data sever other than things not working.

The vue-socket.io-extended package looks like it should be easy to implement most of this.

[x] Show a warning message at the top of the page if the server is disconnected
[x] Implement some message if the server is rebuilding (ie it's still doing its first pass of loading)
