Initial zoom properties and layer base urls should be in a "simple" file #52

After executing chef script, the map is centered in some place that very likely is not the place the client want. They need to modify UNREDD.mapCenter and UNREDD.defaultZoomLevel in the file "custom.js".

This file is pretty scaring for a non JS developer so it would be interesting to have those properties in the portal.properties or in the layers.json, that are more friendly.

Also it would be interesting to do the same to UNREDD.wmsServers.
