Remove Country stuff from master branch #13

The master branch MUST NOT contains countries customization and the internal datadir must be configured to use the SLMS lightweight test resources (from the DRC dataset) which reside here. It now contains a lot of Vietnam stuff (both data and customizations)

The country customizations must be implemented in another branch (bad but acceptable solution) or in a portal country fork (better solution).

I'm going to create a Vietnam branch and remove Vietnam stuff from the master branch.
