[feature] Remove testing flag from generate-builder #2056

After v1.6.0 is released we should remove the testing flag from generate-builder and use the v1.6.0 release for pre-submit testing.

ianlewis commented 1 year ago

We can't remove this flag since we need it for adversarial tests when releasing.

I need to remove the TODO comment.
