ci: Make renovate schedule monthly #725

Makes renovate create PRs for dependency updates monthly rather than weekly. https://docs.renovatebot.com/presets-schedule/#schedulemonthly

Also sets vulnerability PRs to be scheduled daily. https://docs.renovatebot.com/configuration-options/#vulnerabilityalerts
