The way I read it dependabot updates should be user-invisible so 'impl' probably makes the most sense https://github.com/slsa-framework/slsa/blob/main/CONTRIBUTING.md#pull-request-types:~:text=1-,impl,-A%20user%2Dinvisible

Which suggests one approval is all we need before merging.
