311 paragraph updates #6

Updated about CSB-as-311 paragraph (one can now dial 311 in the city or county and get the appropriate agency). Also fixed typo in "emergency".

Thanks @walker - really appreciate the updates! FYI we're preparing for our initial release here - I think @bransonf is nearly done with the base functionality.
