Update GitHub actions which still used deprecated Node.js #292

This PR is not related to the other Node.js version issue. It is required because GitHub has deprecated the old action versions and will remove support for them. See https://github.blog/changelog/2024-03-07-github-actions-all-actions-will-run-on-node20-instead-of-node16-by-default for more information.
