Most of the core functionality of Warble is in this PR, mostly centralized around the warble/track module

Added:

Headers / meta information
Normalized, easy-to-parse tracks (represented as a matrix)
Play construct, allowing a "main" track to be defined
Sets ({})
Implicit element operator ('#`)
JSON output

Changed:

The left-hand side of beat tuples represents duration now instead of position
Commas are now optional
Documentation
Tests
Renamed warble/interpret to warble/track
