If you previously installed Gooee and then disabled or removed it, ensure you delete any residual files.
Please delete files or folders associated with Gooee in the following paths:
%UserProfile%\AppData\LocalLow\Colossal Order\Cities Skylines II\Mods\
%UserProfile%\AppData\LocalLow\Colossal Order\Cities Skylines II\ModsData\
Copy the path into Windows Explorer, or press Win+R and paste the path there to access these locations.

Thank you! I figured it out after being directed to a thread that says the same. It worked!
I installed the mod to help bolster the Traffic mod, and upon starting the game, neither icon appeared. I have uninstalled both and reinstalled, and even when each is installed individually, there is no icon to open the interface.
I can adjust the settings for each mod under the Options menu, but there is no way to actually use the mods without a button to activate the interface panel. Anyone have this happen, and what do I do to solve it?
