send user in transaction instead of uid/uuid when it do not synced to remote, so ystem can create vcard and then create transaction #5

when user is not saved to remote and we already need to send transaction with him, we need to send full data about that user with transaction object (inside the usr_they or usr_us).

then tps-srv need to see that there are full object data in the property, create that vcard and populate field with uuid before saving treansaction
