"Unicode server permits only unicode enabled clients" error when performing most perforce file operations #1847

We have a perforce server that is configured for UTF-8 (No BOM), and Perforce operations other than Check Out, Diff, and Revert/Revert if Unchanged (basically, commands that defer to p4v) result in a "Unicode server permits only unicode enabled clients" error, despite those operations working properly from within p4v itself.

The environment variable is set on my client workstation. Unfortunately I don’t have insight into (or access to make changes to) the server config, so I am not sure if there is an issue there.
