Support command key bindings to Mouse Wheel Tilt Left/Right input #2615

I see some Mouse key bindings in the KeyMappings.10x_settings file, such as MouseMiddleButton, but not for scroll wheel tilt to left/right. I tried MouseWheelLeft just in case, but it didn't work.

If they do exist, then they should be documented. In fact, the format for all key bindings, keyboard or mouse, should probably be documented on https://www.10xeditor.com/10xDocumentation/KeyBindings.htm or some sub-page of it.

This would allow me to map Mouse Wheel tilt actions to navigate across tabs (PrevPanelTab, NextPanelTab).

In the meantime, I'll use a 3rd party like X-Mouse Button Control.

scroll wheel tilt left/right scrolls left/right, but isn't mappable yet.
