[Theme settings] The tab text color settings don't seem to work #2845

Hi! I was making some changes to the solarized theme to get better contrast in the active tab and I noticed I can't change the color of the tab titles with UI.Panels.[Active | Inactive] Tab Text; they always use the color from UI.UI Text.

I can change the background color with UI.Panels.[Active | Inactive] Tab fine, and it works as expected.
