Swear filter #328

What steps will reproduce the problem?
1. Chat

What is the expected output? What do you see instead?
Did you thought about implementing some swear filter in chat?
It could be something like this: 
chat: swear you
convert to
chat: *** you

as suggested in the issue 225 there should be different lists for different 
languages

also I want to suggest that the lists are only clear text in the source repo, 
but get "compiled" to BASE64 (and decoded during runtime on list-load) so that 
players don't get swear word dictionaries delivered with their hedgewars :P

ps: I know there could be hashing too, but that allows more false positives

The common notion that swearing itself is harmful and bad to society is 
probably a modern superstition. I don’t know any evidence which supports 
this. But I’d change my mind if you can convince me otherwise.
Is there any scientific evidence that swearing is harmful to society?

If you answered this question with “No.”, then swearing is probably no 
issue at all and issue 328 should be closed with “WontFix”.

Additionally, the adoption of this suggestion would introduce censorship into 
Hedgewars. But I like to speak my mind freely, and that includes swear words.
