Construction mode: Structure placement tool has airplane cursor #878

In the construction mode, the structure placement tool (actually a “hacked” 
air attack) still has the old placement cursor with the airplane icon drawn.

This is not very nice. But it is easily possible to get rid of the airplane 
symbol by adding the file Graphics/amAirplane.png into Construction_Mode.hwp. 
The file should be 100% transparent everywhere. Voilá, now you have just the 
cursor in the game. :)

What version of the product are you using? On what operating system?
r9819e69bc6db aka first release candidate for 0.9.21 on GNU/Linux

I'm not in a position to make changes to the repo for the next few days, but 
this sounds simple/reasonable enough for someone to quickly patch.
