Bind address for ReflectorLogic #367

Hi, my systems run on mchines with more than one network adapters, it will be nice if could be added a feature to select an adapter/ip address, like the one thet exist in ModuleEcholink. Example: In svxlink.conf, on [ReflectorLogic] section BIND_ADDR=.....

Maybe on both, server and client...

It would be nice-to-have for svxlink as well! I want to merge 2 systems each running svxlink into a single machine and would like to continue to use the original address for each instance by adding a second address to the new system. It is of course essential for Echolink to do so (already possible), but it would be best when all outgoing connects from svxlink use the correct source address (i.e. also to remotetrx, aprs etc)
