Update ingress nginx to reflect upstream argocd-apps repo, and finish updating deps #250

fix the ingress values so that the real ip is shown in the ingress pod
also closes #254 by updating kubernetes dep to v30

Still needs to be tested by @jessebot and @cloudymax

We'll have to test it locally to see what's going on, as it just says context deadline exceeded, which just means the helm install timed out, but we didn't get any logs from that failure :(
